Admin and private networks are not dedicated any longer (UI)

It's required to
1. get rid of following networking limitations on UI:
- private network is on dedicated NIC (Neutron)
- admin network is on dedicated NIC (Neutron)
2. get rid of "allowed_networks" structure
to be able to implement NICs bonding appropriately.
Private network becomes pair-able with tagged and untagged networks, i.e. it acts as a tagged network.
