Develop a test for adding 9.1 node to the 9.0 Fuel cluster

We need to automate test case when we adding a new updated node with 9.1 repos to the existing cluster 9.0

Scenario 1:
-----------
1. Setup a clear Fuel 9.0
2. Create an local repo on the master node
3. Change links for repos group mos to the local repo
4. Create a cluster with configuration: 3 controllers, 1 compute
5. Deploy the cluster
6. Remove all from the local repo and clone the latest repo snapshot into it
7. Change URI for repo mos-updates to mos9.0-proposed
8. Add a new node with role 'controller'
9. Deploy changes
10. Run OSTF
Validated that the "mixed" cluster is operational

Scenario 2:

1. Setup a clear Fuel 9.0
