Add PCAP as a protocol check during Network Validation processing

PCAP provides the packet-capture and filtering engines of many open source and commercial network tools, including protocol analyzers (packet sniffers), network monitors, network intrusion detection systems, traffic-generators and network-testers. It would be helpful to those employing such tools to know prior to deployment that the protocol would be supported in the environment.
