Cinder NVME/TCP volume driver for the NetApp Storage Cluster

This blueprint is to add a Cinder NVMe/TCP volume driver for the NetApp Storage Cluster.

NetApp has announced the support for NVMe/TCP some ONTAP releases ago (since 9.10). So, we can add this support
for the Cinder OpenStack: https://www.netapp.com/blog/announcing-nvme-tcp-for-ontap/

The driver will support the required minimal feature set:

Create Volume

Delete Volume

Attach Volume

Detach Volume

Extend Volume

Create Snapshot

Delete Snapshot

Create Volume from Snapshot

Create Volume from Volume (clone)

Create Image from Volume

Volume Migration (host assisted)
