Integrate Freezer Web UI with HEAT

Following up the strategy of provide the user to be able to setup Freezer on the VMs from the UI [1],
this blueprint mark the starting point to integrate Freezer with Heat. This would be helpful to setup and configure Freezer in the VM and install the necessary packages.
