Add support to push o pull configuration from API - WebUI

The backup and restore configuration should be also modified from the API or the Web UI.
Current options are:
- freezerc poll the configuration every N minutues from the API to check the config status.
- freezerc offer API to push commands (i.e. pushing notifications)
