Freezer web ui needs the ability to paginate results

Motivation

right now in order to find a specific job or action or client or backup it has to be on the first 30 results or make a search to retrieve it, this blueprint proposes the ability to paginate results to make it easier for the end user

Description
=========
add pagination controls to tables in horizon

UX

the proposal just add minor controls in the table ui to navigate through results.

no outside dependencies are need it for this blueprint, just leverage the search and offset functionality from the api
