Freezer Preconfigured Templates

One of the efforts to make freezer-ui more usable for mitaka release are the preconfigured templates.

The proposal of this blueprint is to create a new section in the disaster recovery tab to offer preconfigured jobs and actions for specific cases like mysql backup in linux with snapshot, /etc directory and so on for linux and windows, even mac os, this preconfigured actions are not stored as a regular job but as a template so if the user doesn't select a template the job will never appear in the database.

UI is involved by creating a new tab in freezer panel.

API, Scheduler and Agent are not need it for this blueprint.
