Freezer-scheduler daemon implementation start

In order to not add too much complexity to the freezer client, there will be a new component that will manage the interactions with the freezer-api and that will execute the freezer client at intervals.

What the freezer-scheduler does:
- runs as a daemon (init service)
- client registration
- API config retrieval, write the config file to the disk.
- API actions retrieval
- Trigger freezerc executions (i.e. by using subprocess)
