The freezer-scheduler should support a disable_exec option.
In some cases, for security matters, a user might want to disable the functionnality of sending actions of type exec.
If that flag is enabled, when the freezer-scheduler processes a job with an exec action. It should return an error.
This could also be a flag like :
execs = allow / skip /error
This could allow for more flexibility.
