Add configuration file support in freezerc
The freezerc needs to be able to read settings from command line and config file as well.
REQUIREMENTS:
- Define the config file format (INI, compatible with ConfigParse is the current choice)
- Define the config file layout
- freezerc needs to be able to store the JSON file to the API
- frezerc needs to tbe able to read config from the API and update the config file locally
