Freezer client can resident to host or vm, to provided various backup
capacities.
Sometimes, the users created backup jobs through freezer-web-ui and found
the backup job not execute anymore. After some analysis, they noticed the
freezer client not up finally.
If there is mechanism to update clients heartbeat to api, once freezer client
is found not up, users could bring the client back to up status.
