Foto Knox dispatcher

The dispatcher will be responsible for scanning a configured directory that acts as a "dropbox" in the Foto Knox system. If new files are found, then they are processed, and input into the system.
Keeping the dispatcher efficient should be a priority, as it will be called often (by cron?).
