API System Buildout to APIs System

The API system currently only supports getting the API versions in the stack of libsc. However, other libs (including plugin libs) need the opportunity to version themselves. So this needs to change to returning the list of API versions for a requested API, rather than just libsc by default. And we probably therefore need to register APIs with the context launcher or probably SysConfig.
