Improved automatic estimation of quadrature degree

FFC could look at spatial coordinates in the expression for better
autodetection of quadrature degree, which would make project() of
expressions in PyDOLFIN more robust. There are a couple of algorithms
in UFL for estimating total degree of an expression, they may be usable
or fixable to what is needed.
