Integration on a cell boundary

It would be useful to be able to integrate on the boundary of cell. Facet integration is currently supported, but assumes that to integrate on a cell facet that data is required from the cells on either side of the facet. Integration just on the boundary of a cell could be performed inside tabulate_tensor.
