new Preconditioner: same as '3' but no inverse

Implement a new preconditioner. This preconditioner should work as '3' - without calculating the inverse explicitly and storing the factorization in a sparse matrix. Minv*VECTOR can be implemented as for '4'.
It would be interesting to study if this makes a difference in speed for SFEM !!!
