Improved interface for Track tag access

The current system of accessing tags on Track is a confusing agglomeration of many methods, that does not clearly meet all the needs of Exaile and is difficult to extend and adapt. I propose a completely new interface, that more clearly defines the tag interface and will meet Exaile's current and (hopefully) future needs.
