Support for PostgreSQL instead of MySQL as underlying database

There is some interest in having Eventum run on top of PostgreSQL instead of MySQL.
As Eventum mostly uses MySQL via PEAR:DB this should be doable, will require lots of detail changes to actual SQL statements though ...

Status so far:
* database needs to be set up manually, no changes to the setup script yet
* login works
* creating issues works
* admin functions seem to work, havent't tested all of them though
* some reports work, but many of them run into query errors (mostly due to datetime and interval stuff)
* reminders can be created, but there will probably be errors when actually checking them ...
