Change from autotools to another build system

The autotools based build system for ESyS-Particle is becoming increasingly difficult to maintain as the number/variety of OSes running ESyS-Particle increases. There is a need to investigate migration to a different build system, perhaps scons or CMAKE. This would be best done via a branch of lp:esys-particle and deployed in conjunction with a major version release (e.g. v3.0).
