Merge the esys-particle trunk and esys-particle-win branch

Currently a version of ESyS-Particle that can be installed on Windows OS is maintained as a branch (lp:esys-particle/esys-particle-win). The aim of this blueprint is to plan and implement the merging of this branch with the main esys-particle development trunk. The goal is to have a single code-base that can be installed on both Linux-based OSes and Windows OSes.
