Support for *Top subdirectories in modules

Build system support for *Top subdirectories, which set TOP to themselves and need Make targets like uninstall passed into them. ANJ already implemented rules that do this for the modular version of AreaDetector, steal code from there.
RL added rules that do this to pvaSrv and pvDatabaseCPP in V4 - another place to steal from.
