Edit terrain layers

How the terrain is set up with regards to what layers to use (grass? sand? snow? etc) is all defined on the server. There needs to be a client side world authoring tool for easily changing this, adding and removing layers as well as tweaking the parameters of the layers. Different Mercator Shaders are used for different layers, and the parameters govern setting such as at what elevation a layer should begin and end, at what slope thresholds the layer should disappear etc.
The results should be visible instantly on the client, but not transmitted until the user decides so (pressing a "Send to server button" for example).
