A common quick help system

There are a couple of places in Ember where we show some quick help, which are small text blurbs giving context help, for example when an entity is moved. Currently these all uses different codes, and show the help in different places. It would be nice if we could unify this into a single quick help system, where quick help blurbs are shown in a common location, and "stacked". There could also be some history functionality.
The blurbs should fade in and out as they do already.
