Create provision for submitting and voting for ideas by the community

Ideas from the community can be very useful and stays true to the ideals of FOSS. The site currently has a place to ask questions, and it is currently up to the community to make an unofficial forum for interaction between the community. However, ideas and suggestions for elementary needs a centrally controlled approach and should be implemented within the official website of elementary. A good example to look at is the ubuntu Brainstorm site:

We especially need a portal where users can share their ideas about the making of new apps attaching a little description and an optional mockup. The other users should be able to vote and comment them, and the most voted ideas should be under the focus of the devs ~ mefrio
