We need a clear process to decide which apps to include in the default install and which third party apps we can assimilate.
This should require a council vote.

The key for this will be how the council members will be chosen.
I see this as being a system where the council members and perhaps a wider circle of users can add the app. Details about the app could include:
Name, URL, short description, brief reason for inclusion
The council members can either "thumb up" or "thumb down" (each member getting just one vote), and majority rules.
However, I feel that this could cause undue strain on an already small developer team, especially with the large amount of packages available in the Ubuntu repositories.
