Use XZ compression in .deb packages

According to my recent benchmark at http://commons.wikimedia.org/wiki/File:Decompression-bench.svg, XZ uncompresses faster than gzip or bzip2, and it's known to compress better than gzip or bzip2.

XZ is supported in dpkg since Maverick, so we make our packages smaller and their installation faster while keep backwards compatibility with Jupiter.

The guys have been very helpful and responded to our request quickly, so we got it merged soon.

All large packages in elementary-dev are converted, as of 16 Sep 2011
