All the Unmaximized Window must align to centre on eOS Luna

A blueprint to make this global in eOS Luna. I observed that for some windows the unmaximized window last alignment get saved and on reopen they align as before while for others this is untrue for example Geary which align to the top-left corner. In this scenario, windows look scattered and doesn't look good. This is a proposal for making a strict rule of centered alignment.
