Make os-patches be always up-to-date

Package branches in Launchpad, e.g. lp:ubuntu/ubiquity, lag behind the actual packages in repos, and sometimes importing fails completely for a long time (e.g. lp:ubuntu/update-manager which we unfortunately happen to patch). This makes delivering os-patches with LP recipes hardly viable. We'll have to either set up custom package-to-branch conversion, or use a custom builder.
