Unified Tabbing Across All Applications

ElementaryOS should support unified tabbing with all of its applications. By unified I mean there should be a mechanism that allow applications to use platform's tab policy to deal with tabbing. One way to do that is a window manager(Gala, for example) should let applications to use some hooks to use titlebar as a tab and it's applications' responsiblity to deal with differentiating a tab with another instance (in today's terms a tab is like a thread and a new window is like a process). And for a plus, window manager should let a tab be freed as a window by dragging it just like any browser and other applications out there. So that would be step in the right direction for consistency through out the OS. I believe one of you guys have given a thought and wrote an article about it. Chromium is a great example for that but it should have been done at window manager level
