System-wide Setting that makes Pantheon, and all apps, larger and easier for touchscreen devices

Elementary OS isn't very touch friendly. It should have a feature where one can make all the buttons larger, and easier to press, and also make it easier to select quick settings icons in the top panel.

It would probably be the best way to implement this by having a second theme that focuses on some of the sizing of menu items and such. By default our theme is already pretty good at this and I have no problem in Applications with my touchscreen. But as pointed out above the Panel is one area where we would need improvements in sizing to make it easier to hit them.
