Make Time/Date Indicator Available to Other Apps

The time and date indicator (clock in WingPanel) should be available to other apps as a system indicator (http://elementaryos.org/docs/human-interface-guidelines/desktop-integration/system-indicators). This way apps such as timers, calendars, etc. could use it to populate information instead of having a standalone indicator as many do now.
