System wide scripting language

Can you imagine a system wide scripting language? Not some basic scripting like Shell scripting, i'm talking about some AppleScript-like scripting platform. GNU Guile is the most obvious alternative (scripting in Scheme AND Javascript with interoperation :D), but there is currently no Guile vapi (there is, however, a guile-gir project).
