System Wide Privacy Mode

The "Privacy Mode" in security and privacy settings currently only deals with Zeitgeist logging. However, after some discussion it seems like it would be a very popular feature if this pertained to session restoring, history, etc.
We should figure out a system for "privacy mode" across all apps that would save data about usage.
