Upon initial installation, the user may "Select Profile". The user would choose from profiles such as; "Software Developer, Web Developer, Graphic Developer or Desktop User?" and according to which profile you select, Software Center would then download some packages for the system, like web dev packs/soft dev packs like bluefish, NetBeans etc. Basically the most commonly used packages relative to the selected profile. This would would minimize any configuration the user would have to do later. After all... Isn't that one of the fundamental aspects of elementary? To minimize any initial configuration the end-user has to do? To simplify things and at the same time maximize efficiency and productivity?
