Make possible to setup the scroll speed

In my opinion, scroll in Gnome and Pantheon is too slow. We need to move the mouse wheel too to scroll something the screen. This is possible to setup in application like Firefox, but not in the system.
I think there should be a tab in Settings -of elementary OS- to configure the scroll speed.
