Change the fullscreen behavior depending on Plank's settings

When using the "Don't hide" setting in Plank it overlaps a small part of full screen apps. As the part of the app that lies behind the dock is inaccessible anyway it would be nice if the functionality of the fullscreen toggle would be changed to be more like in OSX, so that the bottom of the window would hover right above the dock.

Generally speaking:
Plank hiding enabled -> Normal fullscreen mode
Plank hiding disabled -> OSX style fullscreen mode
