GTK3 window decorator

We want a CSS-themeable window decorator, preferable written in GTK3 for consistency with the rest of the system and avoiding duplication of code. In the long run we might also want to place some additional widgets there.

We should check the progress of CSD in upstream GTK+ and see if it would be realistic to make the switch for Luna +1 or wait until Luna +2 --DanRabbit.
