Drop ntpdate, pick-up chrony

The current Network Time Protocol daemon is old and has been abandoned upstream. Fedora recently switched to chrony and we should follow. Should be as easy as apt-get purge ntpdate && apt-get install chrony.

Chrony is known to support less hardware clocks than ntpd: chrony.tuxfamily.org/FAQ.html#question_2.1
I'm not sure if this move is worth the effort on the level of elementary OS; I'd prefer to get this integrated upstream. ~shnatsel
