Distraction-Free Mode

When an app is fullscreen'd/maximized, we should allow it to set a "distraction free" flag. This flag would tell the wm to hide the panel and possibly mute notifications, etc. while the app is running.

This could help us solve our fullscreen vs. maximize woes. Basically all apps would maximize, then based on whether or not they were set to be "distraction free," we'd go into a more full fullscreen experience.

Wingpanel should show up if you keep the cursor on the top of the screen a short ammount of time, like in the Mac OS's fullscreen apps IMO.
