Disable Virtual Terminal Shortcuts

The virtual terminal switching shortcuts (CTRL+ALT+F(1-7)) results in confused users as there is no visible way to get back to the desktop, and (IMHO) they have no place in a modern, non-techie oriented operating system.
The only situation where they would be needed is if something causes the display server or DE to stop responding, and in that case, a non-techie user would have no idea what to do.
Here's a method for only disabling the CTRL+ALT+F4 combo:

That should be easily applied for CTRL+ALT+F(1-7).
