Use Aria2c or Axel by default for apt-get
elementaryOS could benefit from having faster downloads for updates and applications installs.
Using something like apt-fast with axel by default would allow to download multiple parts at the same time, generally capping the connection speed.
I have been using apt-fast for a couple of months now, speed gain is noticeable and only had one issue - one download hanged with axel, aria2c completed it just fine. Would require others to see if anyone else runs into trouble.
This should all be pretty much invisible to the user, as the AppCenter and Update Manager should handle it.
Short than changing apt-get itself, this is a nice improvement.

Ubuntu doesn't use this by default because it creates an unproportional load on their servers and servers of their mirrorers. We cannot abuse their hospitality of letting us use their repositories. ~shnatsel
