Issue a desktop notification when background is updated

Currently the user doesn't receive any notification when Dynamic Background downloads a new image for the background, except if the user has requested it explicitely.
It could be added a preference setting to issue a desktop notification, e.g. with libnotify or NotifyOSD, and inform the user that the background has been updated.
