Use Babel for I18N/L10N

I've been playing with Babel (http://babel.edgewall.org/), and it looks like a great suite for Python internationalization and localization. Migrating duplicity to Babel would mean better integration with the setup tools (it provides new setup.py commands for generating and updating PO/POT files); removal of dependency on GNU's gettext utilities; and nice new methods for localizing numbers, dates, etc. The usage of Python gettext would not change, so neither would any of the internationalization of messages done so far.
