Overhaul the testing infrastructure

The testing infrastructure is not granular. It uses massive output files and does diffs between them. Convert the testing infrastructure to emit TAP and make the test runner use Perl's standard Test::Harness to analyze the results. Tests will be more granular, and TAP can be emitted by any language: Perl, C, Lua, shell scripts, whatever.
