Implement Table Elimination in Drizzle

Table elimination is a feature that was added to the optimizer in MariaDB. We should look in to adding that feature to Drizzle. It should not be too difficult to do right now since the optimizer in Drizzle is not significantly different from the optimizer in MariaDB yet.
