Change to using dbqp as our default test runner

We want to make the switch to using dbqp as our standard test runner and remove the test-run.pl code (eventually).

At present, the only real issue is the need for python 2.5+ on Red Hat. We need to figure out how to deal with this / document it / add dbqp code to make sure we have the proper version of python to run.

The general idea at present is to do this in steps:
1) Switch make targets to use dbqp versus test-run.pl
2) Remove (archive?) test-run.pl code

Taking advantage of the new flexibility offered by this change (rearranging tests / adding new goodies) will be covered in future work.
