Replication - Create metadata messages in transactional proto

Currently, the Command GPB message contains redundant information, including expensive/long strings of field and table names in the various Command sub-messages like the InsertRecord message class.
Remove the redundancy by creating a header message which contains information about the table and fields affected in a transaction.
