Redo UDF to use the plugin system

The old UDF system is different from all other ways to extend the server with loadable libraries. It's slow, brittle, unaware of MySQL types, and doesnt understand non-ASCII characters or collations. Redo it so that it uses the plugin system used by storage engines and other plugins.
