Adjust PLUGINS I_S tables to reflect what's actually going on

The current I_S.PLUGINS table is actually a description of what's going on with plugin modules, and there is no data about the plugins themselves. We need to rename the current table to MODULES, change a field or two, and then add a PLUGINS table which provides information about the plugin objects.
